Resilience is the intrinsic ability of a system to adapt and respond to unexpected internal and external pressures and shocks. Like bamboo, it does not crack but swings back, seizing the opportunity for strengthening and carrying out needed reform.
Resilience rests on strong governance including accountability, transparency, participation and integrity and policy capacity.
Do our responses to the financial crisis and other health system pressures also strengthen health system resilience? Are these reforms improving the alignment of accountability relationships and do we gain more transparency? Are citizens, patients and stakeholders involved when appropriate? Can we trust that the reforms are rolled out in a predictable manner? Did we have enough policy capacity to avoid reform failures?
Session 1 will provide the story line for the forum by clarifying the concepts of resilience and governance. Top policy makers will share their views, and we will discuss recent country experiences with a view to EU policies and civil society organizations.
Session 2 focuses on the health systems starting with the potential efficiency gains from structural reforms and how these reforms are linked to enhanced transparency and accountability. We will discuss the WHO agenda on strengthening health systems and recent country experience.
Together with the audience, we will thrash out good practice lessons for building resilient health systems.
